If you mean to add a border above it, just style the form attribute. otherwise, you can edit the source yourself. It's in the disp_news file, under showCommentForm().

I just spent an extended period of time cleaning up the Trench CSS. Have you ever tried to validate Flique as XHTML? It goes "Splat!"
